Executive Order 14411 directs the administration to update the National Quantum Strategy within 180 days.

The updated strategy is expected to support the growth of the quantum ecosystem, encourage industry partnerships and strengthen the development of quantum-enabling technologies. The order establishes the Quantum Computer for Application Development and Discovery Science (QC-ADDS) Effort, a national initiative designed to advance the development of a large-scale quantum computer for scientific discovery.

The goal is to deliver at least one such quantum computer to a Department of Energy facility and, where possible, make it available to the scientific community. Within 90 days, the Secretary of Energy must identify technical specifications required for a QC-ADDS system capable of supporting transformative scientific applications.

Within 180 days, the department will explore potential private-sector partnership models to assess the possible cost, scope and timeframe for delivery. The Commerce Department has also been directed to develop a plan that could include advance market commitments to encourage contributions from commercial quantum computing companies.

Why is the administration prioritizing quantum computing development?

The administration views quantum information science and technology as an area with potential importance for economic growth, scientific research and national security. The Trump quantum computing order directs federal agencies to support a trusted quantum ecosystem that includes research capabilities, manufacturing capacity, commercialization pathways and practical applications.

The initiative also focuses on strengthening domestic quantum supply chains and reducing manufacturing barriers. Agencies will work to improve access to quantum-related resources and encourage private-sector participation. A national center for assessing quantum computing capabilities is also part of the plan.

Within 180 days, the Department of Energy, in consultation with other agencies, is expected to establish tools and capabilities to evaluate quantum system performance. The order further directs federal agencies to improve information-sharing so the government can better understand the capabilities of commercial quantum computing systems.

What role will quantum sensors and networking play?

Quantum computing is only one part of the broader technology strategy outlined in the executive actions. The order directs the Secretary of War to identify at least three next-generation quantum sensor projects within 60 days. The goal is to field these sensors by September 30, 2028. The Commerce Department, Department of Energy, National Science Foundation and NASA are each required to prepare five-year plans for advancing quantum sensing and networking.

The plans cover commercial readiness, quantum sensor manufacturing,  scientific research, quantum networking for distributed computing and possible space applications. The Trump quantum computing order also directs agencies to prioritize research, development, testing and evaluation of quantum sensing and networking hardware and applications.

How will the government defend against future quantum cyber threats?

The second executive action, Executive Order 14409, focuses on protecting federal systems from possible future quantum-related cyber risks. The order highlights concerns that adversaries could collect encrypted information today and attempt to decrypt it later when advanced quantum computers become available. This challenge is commonly described as a “harvest now, decrypt later” risk.

To address this issue, the administration is accelerating the transition toward post-quantum cryptography (PQC), which refers to encryption methods designed to resist attacks from both classical and quantum computers. The Office of Management and Budget and the National Cyber Director are responsible for coordinating the national PQC migration strategy.

The Department of Commerce, through NIST, along with the NSA and DHS, will provide technical guidance for implementation. Federal agencies must identify a PQC migration lead within 30 days. These officials will oversee cryptographic inventory management, migration planning and coordination efforts.

The Trump quantum computing orders requires high-value assets and high-impact systems to transition to PQC for key establishment by December 31, 2030. The transition for digital signatures must be completed by December 31, 2031. The Department of Commerce, through NIST, must also conduct a PQC migration pilot project on selected systems. The pilot is expected to be completed no later than December 31, 2027.

What additional cybersecurity steps are included in the plan?

The cybersecurity measures extend beyond federal agencies and include critical infrastructure and contractors. The order directs agencies responsible for critical infrastructure sectors to work with the Cybersecurity and Infrastructure Security Agency (CISA) to help owners and operators develop PQC migration plans.

CISA and NIST are also expected to release public guidance on the minimum elements of a cryptographic bill of materials within 270 days. The guidance is intended to help organizations identify and assess cryptographic assets used in hardware and software. The Federal Acquisition Regulatory Council has been instructed to propose rules requiring covered contractors to comply with applicable NIST standards that incorporate PQC algorithms by December 31, 2030. Additional procurement changes would address contractor vulnerability disclosure programs and require attention to cryptographic vulnerabilities, including the use of non-approved algorithms.

Bitcoin and many other digital assets rely on elliptic curve cryptography to protect wallets and transactions.

A research discussion involving Bitcoin and Ethereum encryption estimated that breaking elliptic curve cryptography could require fewer than 500,000 physical qubits, which was lower than earlier estimates.

Google has set a 2029 internal target for moving its infrastructure toward post-quantum cryptography, while blockchain developers have proposed measures aimed at improving resistance against future quantum threats.
